Judy Rule served as director of the Cabell County Public Library from 1983 until her retirement in 2022.
Rule studied at Concord University, where she worked in the college library. Later she earned her master’s degree at Indiana University. She moved to Huntington for her first full-time librarian position in 1967.
The library underwent several expansions and additions under Judy Rule’s tenure. It was during her time that a new home for the downtown library was built on 5th Avenue, and the Cabell County Public Library became a leader in technology, becoming the first state library to automate its catalogue and the first to put its catalogue online.
In 2021, the Cabell County Public Library was named a National Medal Winner for Library Service. It was one of six recipients in the nation to receive the honor that year.
